The concept of the state is different from the concept of government. A government is the particular group of people that controls the state apparatus at a given time. In other words, governments are the means through which state power is employed; for example, by applying the rule of law.
WHAT IS THE RELATIONSHIP AMONG POWER, STATE AND POLICS?
Let's start with POWER. I think it is the best understood as political scientist ROBERT DAHL suggest as the legitimate use of force, i.e., the allowance given to anyone or any organization to force individuals to act in ways that will benefit the community as a whole.
Given the conception of POWER, the state is that overarching organization in any society that claims as given the right to use force (i.e., the power) to promote or prevent specific actions in the interest of the society over which it hopes to exercise authority (i.e., unquestioned ability and power to command or prohibit actions).
Finally, POLICS is the attempts to exercise influence over the authority that a community of individuals grants in a state. All three concepts eventually come back to the question of what the members of a community of society will allow in order to ensure a stable and prosperous society.
