If I were President Marcos, I would try to listen to what they're trying to fight for. Just like what President Duterte have done. I believe that they need to be understood, too. However, if the things that they were fighting for would do no good for the Filipinos I would also declare a Martial Law. In this way, I can protect my countrymen and will lessen terrorism.
