There are many possibilities in the options given, If i were to pick A there would likely be a chance for it to succeed but it would likely be very long before it's accepted, and of course i will receive a lot a rejections and worst possible case it would be ignored or forgotten.

If i were to pick B then it's obvious what's going to happen, nothing will change.

And if i were to pick C there might be a chance but it would likely be very low if im just a nobody and if I was alone in complaining but if I were to be patient and work hard to gather some people enough to gain the attention of the authorities then there is a chance they might consider it.

Lastly, if i were to pick D i might have the high chance to gather many followers/supporters for the idea as post on social medias spread like wild fire, but that is only possible if im a big influencer in the media or someone I know who is and help me, if im just nobody might as well give up on this option.

As stated above if i were to pick a choice it would be D as it has a high probability on being spread and accepted if i have the right things. Next if D doesn't work might as well go to A, it might take long but it's good to build a foundation first and do it step by step.
