Currently, there are multiple initiatives in the Philippine Congress and civil society to change the 1987 Constitution to convert the Philippine government structure into a federal one (a federal government is one wherein the national government and local governments equally share sovereignty and are autonomous from one another). Many proponents believe that granting more autonomy to local governments will address the economic inequality among the country's regions. Do you agree that giving more autonomy to the country's regions and provinces will help them rise out of poverty? Will poor provinces develop once they are detached further from the national government? Why or why not?​
