Its actually step 4. coz till step 3 is fine. but you cannot divide by (a-b) when a=b. coz division with 0 is considered indeterminate state in mathematics. Hence, we use higher concepts like Limits and calculus to resolve division with 0's (example: tending to 0 but not exactly 0)

In the third step the ques there is a flaw. if the value of a=b , would hv been substituted 2 : b*b -b²=b²-b² b²-b²= b²-b² 0=0 and even in situation 3, if we 3: b(b-b)= (a + b)(b - b) b(0) =(a + b )(0) 0=0
