Yes. You see, even though there are no inhabitants on the island, it is still a disaster since it could potentially destroy the environment on the island. Any sorts of natural disasters are called disasters because they destroy, in any way, the environment. Even without inhabitants, they are dangerous to any forms of land and structures.
