As we know the law, An object in rest continues to be in rest until an external force acts on it.
Thus, the dust particles present in the carpet are in state of rest. When the carpet is beaten with a stick, the carpet moves/displaces from it original place but the dust particles remain there and fall away or say get separated from the carpet.

Dust particles were at rest on thecarpet. However when you beat thecarpet, you are forcing the dust to move along with the carpet. Due to thedust having inertia, it doesn't move, or rather, it resists motion. This is whydust comes out of a carpet when it isbeaten with a stick.
