It will not be long from now and Tandang Sela will not go begging anymore, "Mel told his sister Sheila. Why did you say that?" asked Sheila. Didn't you know? "Mel asked. "The government had decided to help the beggars, young and old." "But how?" asked Sheila, still puzzled. "There are hundreds of beggars around. How can the government help them all?"
