The whole or total of which the percentage is just a part is what we refer to as the base; while the number which is usually expressed in percent or has the percent sign (96) is the rate. In situations where we are trying to find the percentage of a number, we use the formula: Percentage = Rate x Base or P = R X B. R is usually expressed in percent, or as a decimal or a fraction.
