What was Shultz in Jailbreak. Why couldn't he be saved?

Shultz was a prisoner in the jailbreak....michael had to rescue him from tha prison...they escaped from the prison with the help of a skeleton swipe card....they went to the roof and waited for the helicopter....but at that moment the police and the dogs surrounded them and as sebastian took a step behind he fell off the building and he couldnt be saved...
