True, water boils at 100°C however water evaporates at all temperatures below that and evaporation is increased by wind. What is evaporation? Water molecules are in constant movement within a drop of liquid, a small fraction of those molecules at the surface of a drop will be moving fast enough to actually leave the surface of the drop. Most will fall back into the drop but some will leave permanently. If a breeze is blowing past the drop a percentage of those water molecules leaving the drop will be blown away even if they were not moving fast enough to leave the drop on their own.
