The Philippine Congress is a bicameral body composed of the House of
Senate (upper house) and the House of Representatives (lower house). During
regular elections, members of the Philippine Congress are chosen by the members
of the electorate based on citizenship, age, registration with the COMELEC,
Philippine residency, and literacy. Out of these qualifications, people come to
disagree on the literacy requirement due to the following arguments: 1) From the
point of view of the professionals, members of the legislature being law makers must
possess certain educational background, not just the ability to read and 2) From the
point of view of the masses, members of the Philippine Congress should allow the
participation of all citizens regardless of educational backgrounds provided they are
citizens of the Philippines.
