The law always try to protect the people, but some peoples are not worthy of living in the society, where all the peoples live with the harmony and peace. Killing people is wrong, but their sins make Majboor The court or the God to kill them.

In many countries people kill other people and as a result the law gives punishment. The punishment may be death sentence or jail. But in serious case death sentence is given.
So according to your question, yes killing people is bad but not for those people who do crime. In many countries like Nepal death sentence is not allowed because killing the person who killed the other one is not good. Even if we kill the person who committed the murder the murdered person wouldnt come back. Thus law of killing is made by the majority. It depends how cruel the people are to each of them. The people decide the law not the law makers. But in some countries the case is not same. Power is given to one people only just like in North korea kim john holds the law in his hands.
