The Emperor realize his plan to bring peace to his country by hearing the bad news from his Minister of War that the Warlords are feuding again.
He build a shrine yonder with a thousand and one Buddhas arranged on its huge altar. The Emperor said to use the likeness of Kannon, God of Mercy with a tender loving face. Kannon have many arms and in every hands, they put symbols like a bow for sending messages in one hand, a jar of medicine for the sick, a mirror to show the good and evil of a soul, etc.
The shrine did solved the problem because when the Emperor and the Oldest Minister looked behind them, the Warlords are sober.
The Oldest Minister means that the Emperor succeed to his plan to bring peace and give a bright future to his country.
The Emperor is a considerate and concerning ruler because when a problem comes, he comes up with a nonviolence plan and he consider his surroundings like the people, animals, etc. This is proven in the passages "I must find a way to spread love and peace throughout the islands of Japan", "Look over the spring valley. Look to where the water buffalo plows the puddy fields. See the children playing beneath the budgreen willows."
The Emperor made a good decision because nonviolence approach will highly solve a problem. If he comes up with a plan of war, many people will die and even if the war comes to an end, there is no assurance that the killings will not stop there.
If I were a leader of a country, I would create an organization for bringing peace and order.
