I am confused regarding the Question (a) as it involves "says" before the quotation starts. So, says denotes present tense. I am giving two answers, out of which any one should be the correct answer.
→ Radhika says that it is raining heavily.
→ Radhika says that it has been raining heavily.
Now question no. (b). The question should be :
I said to you, "You are wasting your time in going to clubs".
→ I told you that you were wasting your time in going to clubs".
