a.) m∠ABC = 5x + 13 ; mADC = 8x + 4

c.) Inscribed angle equals ½ the measure of it's intercepted arc.
d.) Find the intercepted arc.
m∠ABC = ½ (8x + 4)
Now solve for the x.
m∠ABC = mADC 8x + 4
e.) The value of x is 15
