That simply means that the piece of clothing Elsa is wearing is blue in color. That is its denotative meaning. However, if I were to say, "Elsa was blue." This changes the meaning of the word "blue." Rather than its literal meaning, which is a color, I now mean to say that Elsa was sad. A specific emotion or feeling has been associated to the word, in this case "sadness, melancholy, loneliness." By simply changing the words that accompanied the word "blue," its entire meaning has already been changed.
