Just note that in a inequality, when the sign is > or <, its boundary line is broken. And if the sign is ≤ or ≥ , its boundary line is straight. Hence,
1.) y > 2x + 3, its boundary line is broken.
2.) y ≤ 4x - 2, its boundary line is straight.
3.) y < 2x - 1, its boundary line is broken.
