1. No, because It is the duty of every individual and from every cross section of the society. "Every drop of water makes the mighty ocean". So every body should do their might to keep the environment clean. Common man / public; bureaucracy and politicians have their own responsibility and role to play. Blaming others is just to shrug away ones responsibility.
2.stewardship is the best word I can think of to describe the responsibility we have to care for the institutions we work for or derive value from, whether it’s an employer, school, church, club or civic group. you need to learn to cultivate stewardship—and you need to be able to distinguish the difference between good stewards and bad stewards.
