No, if there would only be one level of government than there would be more chances of corruption, injustice , much stronger effects of castism and malfunctioning of the government.
The government based on one would not be termed as democracy. There should be levels of democracy in a country to check if one is working properly or not. Such one example is the executive, legislative and the judiciary.
