For both the case is different as ice helps to reduce swelling and works in inflammation as it constricts the blood vessels that carry the chemicals like cytokines to injury which in turn slow the inflammatory action. Ice can't help if inflammation is already present whereas hot water help to reduce tension, cramping and muscle spasm by increasing the blood supply by dilation of blood vessels.
