lets take a modern example , ur the monitor of the class ok? u have power to stop students from talking but can u do more than that( don't add monitor politics here -_-) just like that the head of the village had enough power to give orders but in return they had to follow the law , to keep that small name the tribal chief and keeping their future generation secured they agreed so they had power but under law like a police officer has he need a authorized paper to arrest someone
