As we know that according to ohm's law
the potential difference (V) accros the end of a metallic wire in a circuit is directly proportional to the current ( I ) flowing through it.
which means
V/I = Constant
V/I =R
(R is the property of a conductor to resist the flow of current through it)
then can V/I be equal to anything else also
