Conc. nitric acid is a very strong oxidizing agent. 2HNO3 -----> 2NO2 + H2O + [O]
The nascent oxygen evolved oxidizes other substances, hence the hydrogen that is to be formed, is oxidized to water, due to which H2 gas does not evolve.
However, hydrogen can be prepared from nitric acid by reacting Magnesium or manganese with very dilute (1%) nitric acid.
