Pretty easy with the phone because there's a big THROW button on your screen when you're the killer. So, just make sure to have your knife equipped and then throw it with that throw button.
Make sure to try and keep your knife hidden as much as possible because you don't want the other players to know the killer! This will also keep you potentially safe from the sheriff, and will hopefully allow you to just melee most people. Try to hug the walls and peek out briefly to throw the knife at the sheriff if they are keeping far away from you. This will hopefully give you enough cover to avoid getting shot, and can give you a chance at hitting them with the knife!
You should know that getting a throwing knife kill will get you far less points then getting a melee one. So, when you can, try to get the melee over the throw if possible.
