Non cooperation movement means to refuse to cooperate British rule in India. It was initially started with the surrender of titles given by the government and boycott of civil services, army, police etc.
Factors responsible for the gradual slow down of the Non- operation Movement are as follows -
Khadi cloth was often more expensive than other mass produced mill cloth. Poor people could not afford to buy it.
The boycott of British institutions posed a problem. For the movement to be successful, alternative Indian institutions had to be set up so that they could use it in the place of British institutions. But these were to come up slowly. So students, teachers began trickling back to schools and colleges and lawyers joined back to work in government courts.
