Article 22 give the people a right that he/she could not be arrested without being informed and the arrested person has right to consult or defend by legal practitioner. It is important as the people get right to defend himself that he didnot committed any crime if there is not such a law all the innocent people can thrown to cell or jail or should be hanged even they donot committed any crime which is injustice.So it is important for such a law to exit to imparting justice.
