New technologies have been noted to accelerate communication and information flows and empower people to participate in many-to-many communication (whereby traditional media such as radio or television are one-to-many broadcasting technologies), lower the cost of expressing a diverse set of views and enhance the openness of the public debate (Benkler 2006). For instance, a recent study on political participation through SMS in Evidence however also shows how ICTs can not only enhance processes of political participation however contribute to expanding the reach of public services (Smith, 2009 and Gigler 2001).
