During the French revolution, Louis XVI founded an empty treasury. Under him, France helped the thirteen American colonies and due to this it wasted more than 2 billion livres more. Now, to meet it's regular expenses, French government had to increase taxes. Still it was not able to meet it's regular expenses. So, French society was divided into three estates, and only the people of third estate paid the taxes. So, is it connected to this that France had lost lots of money so it had to be divided into those estates?
