Draw any line segment PQ. Mark any point M on it. Through M, draw perpendicular to PQ.
(Use ruler and compasses.)

Steps of construction :-
1. Draw a line segment PQ. Mark point M on PQ
2. With M as centre and with any radius, draw an arc intersecting the line PQ at two points A and B.
3. With A as centre, draw an arc with a radius greater than MA.
4. With B as centre, draw an arc with same radius as in previous step to cut the arc of previous step at C.
5. Join CM.
Then CM is perpendicular to PQ through the point M.
Draw a line segment. Name each end of the segment as P and Q .
Point out M anywhere on PQ .
Now draw a small Semi circle by compass on the point M ( upward side of PQ of downward whichever you prefer)
Open the compass for almost half the length of PQ.
Point the compass on one edge of the semi circle and draw an arch . Repeat similar process from the another edge .
The point where both arch intersect each other name it as O .
Join O and M .
OM is the required Perpendicular.
