No. It is not a good practice for people to focus on their phone while being with others because we should give our full attention to them regardless of the situation or who the people you are with.
Aside from this, it is better to just keep your phone inside your pocket or bag whenever you are with your friends, colleagues, families, and other people. We shouldn't be busy with our phones. Focus yourself and listen attentively to the people you are with.

Why?
excessive use of the cellphone is not good and it's even worse if you focus the whole time on it and forget others who worry about you. It is better to spend time for others, especially our family.
