If I'm the School Guidance Counselor my decision will be, Firstly I will advise Cheska to take care of herself and the baby and enroll to a home schooling as to not get herself harmed at school. Second I will personally talked to Peter that he need to be responsible of Cheska and take care of her and their baby at the same time tell him that he needs to study hard to get a good Job after graduating, So he can raise their child without depending on their Parents, and as for Cheska's parents I'll also talked to them personally regarding the situation of the two, and tell them that the two  will still continue studying after the child was born and say that I hope them to know that in this situation Cheska need them, their help and their advise.
