1. In first figure the two balloons will go far apart from each other due to the distraction of same charge.
2. In figure two , the balloons will be attracted towards the palm due to the attractive force of the opposite charge.
3. The electrostatic laws explains that the same charge distract each other and opposite charge attracts each other. In the first picture distraction happened due to presence of the same change, while in the second picture attraction happened due to the presence of opposite change.
