We know that -) Acceleration (a) = dv/dt . In this case, the on the application of upward force, the whole system moves with constant velocity "v" in upward direction i.e. dv = 0 .
So, acceleration is 0.
If acceration is zero, the net force ( Mass \times Acceleration) must be zero on each block. So, net force on the block of mass 2m is zero.
