I would say an entrepreneur is some one who adds value by bringing together the elements necessary to provide goods or services for which there is a demand.
Inherent in that is the idea that the entrepreneur has the vision to see what the market wants; the skills to bring the required elements together; the resources to draw upon to make it happen and the analytical skills to see that it can be done economically.
Some entrepreneurs create opportunities. They don't just react to them.
