The limitations of civil disobedience movements are:-
1- The congress ignored the dalits and the depressed classes in order to please the high caste Hindus. Hence the participation of the depressed class was limited.
2- the congress was associated with the Hindu related Nationalist groups. so the, Muslim participation was less.
3- There was distrust between the communities alienated by the Congress. Large sections of muslims didn't respond to this movement.
4- The rich peasants were disappointed because of the called off in 1931 without the revenue rates being revised.
5- The congress was closer to and supported the business class due to which the industrial working class didn't participate in the movement .
