Agree. The unity between the leader and his people should be the key to achieve development. The leader can only guide his people of what they should do, he can propose plans or solutions about the unresolved issues, he may even start the change himself by strengthening the laws, but without the cooperation of his people, all of his efforts would be in vain. The duty of the people is to listen and follow the leader if his intentions are for the country's betterment, or criticize his actions if it's selfish, unneccessary, or inappropriate. So, we could say, the country's development really depends on their will to follow orders, laws, and basic protocols.
