Technological innovation always occurs, especially when it comes to war, its guaranteed that computers and microchips will exist at one point or another due to trying to outdo the enemy in terms of weaponry. Faster systems to break radio codes, portable radios to provide communication between troop units, etc

No more electronics means no more transistors, no more logic gates. simply put no more computers and processing units. We would have to resort to mechanical devices for calculation eg mechancal calculator which are very slow and power mongers. No more electronics means no more communication so back to ancient time.
