They're called energy levels, because that’s what they are. Electrons around an atom (in their “shells”) move between these energy levels.
When the electrons gain energy, they move up energy levels. When the electrons lose energy, they move down energy levels.
Energy levels are discrete. Specific amounts of energy are required for an electron to move between energy levels. If the energy received is not exactly the right anount, i.e. if it's too high or low, the atom will not absorb the energy and the electrons do not change energy level.
When an electron drops down to a lower energy level (closer to the ground state, which is the lowest energy level), they emit a photon.
To sum it up, they're called energy levels because they are levels of energy which electrons move between when they gain or lose
energy.
